POWO deliberately has a lag time between publication and incorporation of newly published names as quite a number of names are synonymised within the first year after publication and new classifications so be aware of that. Also all names that are added to IPNI will be on the POWO website within a year. So if it is in IPNI then there is no need to contact POWO, If the name is not in IPNI, then you can now add it yourself : https://ipni.org/registration/ and it will then go into POWO.
