It was not windy (6 MPH from NW).
The location is in the park on Governors Island, New York, NY 10004.

These beautiful flowers of Poppy were spotted on Governors Island, which was my first visit in 4 years of being in the United States. I believe the species are not cultivated as they were far from main road and it was not many of them.
