Wasp landed on open water of a recently recharged stormwater retention pond. The site is Dripping Springs Visitor Center, Organ Mountains - Desert Peaks National Monument. The mid-afternoon was hot, windy, and under a smoky sky filtering the full sun.
A. lutodinus, maybe? Nest is built on a wire, not sure if this is this wasp's nest or if she is visiting for some other reason, such as to steal building material from it for her own nest. Not at all like the lutodinus nests I've seen.
