It was soaring with another hawk. That one definitely red-tailed. The first photo makes me think it might be rough legged hawk.

suggestions welcome. there is an unknown albino animal roaming my Wisconsin neighborhood. my natural conclusion is that it’s a deer. but its face and ears look closer to that of a goat (and its body seems more stubby than a deer).
