I think it's an ALBINO MOURNING DOVE.
URGENT: In March, 2022 Maumee Bay State Park near Toledo Ohio, which is headquarters for and a full partner with the Black Swamp Bird Observatory's "Biggest Week in American Birding" festival, jointly destroyed more than 75 cliff swallow nests, which affects roughly 700 cliff swallows, including their babies -- yet they're uncommon in Ohio. The nests were at the lodge, which is managed by Xanterra, the powerful private company that manages the Grand Canyon and other National Park Service parks.

It appears that they did ZERO to mitigate the damage, such as first employing much less drastic measures to protect both the humans and the birds. It also appears that no one is doing anything to find out where the birds went. They're planning to continue to block the uncommon (in Ohio) cliff swallows from nesting there but they have no plans to build a structure nearby to house the swallows. Ft. Carson, CO built a successful cliff sparrow home in 2 days with recycled materials!
