With egg mass in mouth

Saw it dead out on sand, male, when I flipped it there were all these leeches? on it. Couldnt tell how it died no injuries aparent.

~20cm long
Light blue spots, white spot on back below dorsal fins, single upper opercular spine, prominent fringed fleshy flaps on chin, and orange patch at base of pectoral fins

these are seen on the sea floor and when digging in to reveal the animal, nothing is evident...

I saw these 2 chasing each other around the weeds.
